In Short: In an interview with Reuters, industry market research group VLSI Research reports stockpiling of chips amidst concerns the U.S. will be cut off from semiconductor global chip supply with proposed incentives for U.S. manufacturing falling $50b. SEMI joins SIA in issuing statement opposing new U.S. Department of Commerce regulations
In Short: SEMI issued a statement urging the administration to pursue policies with “fewer unintended consequences” that will “likely lead to more lost sales” for U.S. semiconductor equipment and design software.

Foundries to see demand rise in Q3
In Short: Fierce Electronics reports semiconductor foundry revenues are projected to increase 14% in Q3, with PSMC leading the way in year-over-year growth (26%). While 5G build out as well as CPUs and GPUs are expected to drive growth for global foundry market leader TSMC, China’s SMIC will also see 16% revenue growth in Q3 despite 90% of revenue coming from legacy chips (14nm, 28nm).

__U.S. tightens restrictions on Huawei, again __
In Short: The Trump administration once again tightened restrictions on semiconductor exports to Huawei. In May, the administration announced that manufacturers selling chips made according to Huawei designs would need a license. On Monday, that ruling was expanded to include manufacturers making chips that “were not designed by Huawei” but are “intended for Huawei’s use” — a move that semiconductor industry experts believe could in effect cut off Huawei from semiconductors because they will be hard-pressed to find manufacturers that do not use U.S. software and equipment to produce semiconductors.
